The Ministry for Agriculture, Fisheries and Food has launched a public consultation on draft regulations that aim to modernise and strengthen the legal framework governing the veterinary profession in Malta. The proposed 2026 Regulations on the Registration and Issuing of Warrants for Veterinary Surgeons seek to align Malta’s system with European standards while reinforcing professional accountability.
During a consultation session with stakeholders, Agriculture Minister Anton Refalo highlighted the importance of having a modern regulatory framework that safeguards animal welfare, public health and high professional standards. He said that “a strong and regulated veterinary profession means greater protection for animals, greater safety for citizens and greater confidence in veterinary services.” He added that the reforms will strengthen governance while bringing Malta’s legal framework further in line with European requirements.
The draft regulations propose a clearer system for the registration, issuing of warrants and supervision of veterinary surgeons. They also establish transparent application procedures and set out rules for temporary services provided by qualified professionals from other European Union Member States. Newly qualified veterinarians would also be required to complete a Professional Development Phase before entering full professional practice.
Among the proposals are stronger professional obligations, including mandatory professional indemnity insurance, compliance with the Professional Code of Conduct and participation in Continuing Professional Development (CPD). The regulations also protect the professional titles “Veterinary Surgeon”, “Veterinarian” and “Vet”, while introducing stricter enforcement measures against unauthorised practice and the illegal use of professional titles. The public consultation remains open until 7 September 2026 through the government’s consultation portal.
