Government Announces Long-Term Strategy for Aquatic Research in Malta

Aquatic Resources Malta has launched VisionARM 2050, a long-term national plan aimed at transforming aquatic research, fisheries governance, and aquaculture innovation. The strategy was unveiled by Minister for Agriculture, Fisheries and Animal Rights Anton Refalo, Parliamentary Secretary Alicia Bugeja Said, and ARM CEO Dr Frank Fabri. 

Built on four pillars — Scientific Excellence and Innovation; Sustainable Resource Management and Ecosystem Resilience; People and Skills for the Blue Economy; Governance, Partnerships and Digital Transformation — VisionARM 2050 positions ARM as a centre of excellence in fisheries and aquaculture. The plan commits Malta to strengthening research facilities, restoring marine ecosystems, and improving data-driven governance. 

Minister Refalo stated that “less than two years ago, Aquatic Resources Malta was established as our national agency” and highlighted that ARM “is not just an administration; it is a centre of knowledge” conducting essential research on local species and aquatic environments. 

Parliamentary Secretary Bugeja Said described the launch as “a historic moment”, emphasising investment in scientific excellence and skills for future generations. She noted that this vision “will be executed together with fishers, the aquaculture industry, authorities, and sectoral entities.”

CEO Dr Fabri outlined that the plan includes 40 measures across three phases — Basic Investments, Regional Leadership, and Global Recognition — guiding Malta toward international leadership in aquatic research.
