The Northern Harbour district had the highest proportion of foreign citizens in Malta and Gozo at the end of 2025, according to figures published by the National Statistics Office.
Foreign citizens accounted for 43.9% of the Northern Harbour district’s population. The Northern district followed at 38.8%.
At the other end, the Western district recorded the highest proportion of Maltese citizens, at 85.4%, meaning foreign citizens represented 14.6% of its population.
The Southern Harbour district was 79.3% Maltese, while 79.2% of residents in the South Eastern district were Maltese citizens.
Across Malta and Gozo, 182,693 residents were foreign citizens at the end of 2025, representing 31.1% of the total estimated population of 588,254.
The NSO figures also show that the foreign population was predominantly of working age. 34.8% were aged between 30 and 39, while 22.1% were aged between 20 and 29.
