Prime Minister Robert Abela announced that the open spaces at Manoel Island and White Rocks will be transformed “according to the wishes of our children.” He confirmed that the Government will launch a public consultation involving children, NGOs, experts and the wider public so that people themselves can propose “how they would like to see the open spaces of White Rocks and Manoel Island turned into the country’s most beautiful national parks.” Together, he noted, the sites cover an area “the size of Valletta.”
Speaking during a Budget 2026 discussion, Dr Abela explained that a technical process is underway to conclude the Manoel Island concession, while talks with the Superintendence of Cultural Heritage continue to safeguard historic buildings at White Rocks. He said these priorities reflect the Malta Vision 2050, which aims to improve quality of life and well-being, along with major regeneration projects such as the Grand Harbour.
The Prime Minister also highlighted investment in healthcare, including a new 300-bed hospital at San Vinċenz de Paul, extensions to emergency and mental health facilities near Mater Dei, and agreements with private hospitals to reduce waiting lists.
Dr Abela added that the Budget supports workers, businesses and families through digitalisation incentives, lower taxes, free childcare and continued energy subsidies. Experts praised the Budget’s impact on economic growth, family support, healthcare improvements and environmental sustainability.
