“The Population Authority has Roots in Fascist Ideology” – Muscat

Joseph Muscat criticised the Nationalist Party’s proposal to create a Population Authority, arguing that similar structures already exist within Malta’s public administration.

In comments shared online, Muscat said that functions related to population statistics and workforce studies are already carried out by entities such as Identità, National Statistics Office, and Jobsplus. He also questioned the need for another authority, particularly after promises to reduce bureaucracy.

Muscat went further by drawing historical comparisons, claiming that the idea of a population authority has “roots in fascist ideology.” He referred to the demographic office established under Benito Mussolini in Italy around 90 years ago, saying it was created to control population levels.

He also mentioned China, stating that the country’s National Population and Family Planning Commission was dissolved in 2013 after being viewed as overly intrusive by the Chinese government.

The former Prime Minister questioned how the Nationalist Party plans to address immigration and foreign workers if it considers overpopulation a major issue. He asked how many foreign workers would be removed, which sectors could face labour shortages, and whether limits or quotas on foreign workers would be introduced annually.

Muscat concluded by questioning whether industries dependent on foreign workers, including elderly care services, would be negatively affected by such measures.

Wara snin jgħid li għandu soluzzjoni għall-hekk imsejjħa overpopulation, il-Partit Nazzjonalista qed jgħid li din hi li joħloq Awtorita’ tal-Popolazzjoni.

Ejja ninsew li x-xogħol ta’ din l-awtorita’ diga’ jagħmluh Identita’ (proċessar tal-permessi) u l-Uffiċċju Nazzjonali tal-Istatistika u Jobs Plus (Labour Force Survey u studji dwar is-suq tax-xogħol). Ejja ninsew ukoll li awtorita’ oħra jonqos meta wegħdu li se jneħħu l-burokrazija (fosthom biex suppost iraħħsu l-kontijiet).

L-idea ta’ awtorita’ simili għandha għeruq fl-ideoloġija faxxista. 90 sena ilu, il-Gvern Faxxista ta’ Mussolini waqqaf l’Ufficio Centrale Demografico fi ħdan il-Ministru tal-Intern Taljan biex jikkontrolla l-livell tal-popolazzjoni. Huwa każ ta’ back to the origins għall-PN.

In-National Population and Family Planning Commission ġiet xolta fl-2013 għaliex il-Gvern Kommunista Ċiniż beda jqisha bħala wisq intrussiva.

Niskanta kif uħud li malajr jagħtu lill-Partit Laburista ħafna laqmijiet, baqgħu siekta fuq inizjattiva ideoloġikament dubjuza.

Jekk il-Partit Nazzjonalista jrid jittieħed bis-serjeta’ dwar il-“problema” tal-barranin li ilu jrewwaħ għandu jgħidilna:

Kemm se jkeċċi mill-barranin li hawn?

Lil min se jkeċċi l-ewwel?

Liema oqsma se jġiegħel li jagħlqu minħabba nuqqas ta’ ħaddiema barranin? Se jdaħħal anqas anzjani fid-djar tax-xjuħ per eżempju?

Kemm se tkun il-kwota ta’ barranin kull sena?
