Malta and San Marino Sign Inter-Parliamentary Cooperation Agreement

The Parliament of Malta has announced the successful conclusion of an official visit to the Republic of San Marino, held between 21 and 23 December 2025. The visit was led by the Speaker of the House of Representatives, Anġlu Farrugia, and included Dr Edward Zammit Lewis, Dr Beppe Fenech Adami, Ambassador Joseph Cole, and Malta’s Ambassador to San Marino, H.E. Daniel Azzopardi. The visit aimed to strengthen bilateral relations and enhance inter-parliamentary cooperation. 

Official engagements began at Palazzo Begni, where Speaker Farrugia met the Secretary of State for Foreign Affairs, Luca Beccari. Discussions focused on “closer bilateral relations, enhanced parliamentary cooperation, and shared commitments to multilateralism, digital transition, and the rule of law.” During this meeting, Speaker Farrugia was awarded the Order of Saint Agatha, Grand Cross. 

The delegation later visited Palazzo Pubblico, where Speaker Farrugia was received with a Guard of Honour and met the Captains Regent, Matteo Rossi and Lorenzo Bugli. During a public audience, Farrugia delivered a lectio magistralis highlighting “shared constitutional principles” and “the vital role of small states in international diplomacy.” 

During the ceremony, the Parliament of Malta and San Marino’s Great and General Council signed a Memorandum of Understanding establishing a structured framework for inter-parliamentary cooperation. The visit also included consultations on legislative processes, digital governance, and EU-related matters, marking “an important milestone” in bilateral relations.
