Labour Party Says Planning Appeals Reform Shows Government ‘Listens and Delivers’

The Labour Party has welcomed the Government’s proposed reform of Malta’s planning appeals system, describing it as further evidence of an administration that “listens and delivers where necessary.” In a statement issued, the party said the reform had been presented to Parliament less than 100 days into the Government’s new mandate, describing it as another important step towards a planning system that is “fairer, clearer and more effective.” 

According to the Labour Party, the reform reflects the Government’s commitment following its fourth consecutive electoral mandate. It said the changes are intended to create a more balanced planning process for private individuals, organisations lodging appeals, as well as applicants seeking development permits. 

The PL said that, over the years, the Government has introduced reforms to strengthen regulation in sectors including construction, short-term holiday rentals, Y Plate transport services and platform workers. It said the planning appeals system also required reform because, under the current framework, development works may continue or even be completed before an appeal is decided, reducing the effectiveness of the appeals process. 

The Labour Party also announced that a public consultation process will be launched to gather feedback from stakeholders, organisations, associations and private citizens before a Bill is presented for its second reading in Parliament.

The PL statement contrasted the proposal with the Nationalist Party’s record in government, while describing the new measures as introducing the necessary checks and balances to better safeguard the interests of all parties involved. It added that the reform fulfils another commitment contained in the Labour Party’s “Int Malta” electoral manifesto.
