The Ministry for Health has announced a €2.8 million investment over the next three years to support three community homes operated by the Suret il-Bniedem Foundation, which provides accommodation and care for people living with mental health challenges.
The investment was announced by Deputy Prime Minister and Minister for Health Ian Borg during the signing of a new agreement between the National Mental Health Services and the Suret il-Bniedem Foundation. The agreement covers the operation of Dar Imelda, Dar Franġisk and Dar Victoria, which together provide residential support for up to 32 people.
According to the Government, this is the first Public Social Partnership agreement of its kind to formally regulate collaboration for the operation of the three homes. The agreement aims to strengthen services, support more people with mental health needs while they continue living within the community, and ensure they receive care with dignity.
Speaking during the signing, Ian Borg said the agreement demonstrates the importance of cooperation between Government, voluntary organisations, the private sector and local communities in strengthening mental health services across Malta and Gozo. He stated that “this agreement combines Government investment with collaboration with the voluntary sector” and will help ensure mental health care continues to evolve while promoting social inclusion.
Suret il-Bniedem Foundation Chairperson Dr Marique Sciberras welcomed the agreement, saying it provides greater certainty for the continued development of services within the three homes. She noted that the Foundation, which is run by the Capuchin Friars, operates five homes, three of which provide accommodation for people with mental health challenges.
Dr Sciberras added that research shows people living with mental health challenges achieve better outcomes when they receive care in community-based settings that meet their individual needs. She said the agreement will allow the Foundation to continue building on years of collaboration with the National Mental Health Services.
The Ministry also stated that the agreement establishes a clear framework for funding and governance while strengthening transparency, accountability and the quality of long-term residential care, ensuring that services continue to respect the dignity of every resident.
