Free Motorcycle Licences, Air Taxis and Rapid Transit: Labour’s Transport Vision

The Partit Laburista has announced an extensive package of transport proposals that could significantly change the way people travel across Malta and Gozo in the coming years. Prime Minister Robert Abela described the strategy as “the first holistic transport plan of its kind for our country,” saying it is designed around “the needs of the people.”

Speaking during the launch, Dr Abela explained that the “Malta in Motion” plan is already being implemented and includes a long-term rapid transport system planned over a 15-year period. He said the project will combine several transport methods into one connected network.

Among the key proposals announced were:

  • A new digital mobility wallet with transport credits for people using alternative transport
  • More park & ride facilities and shuttle bus services
  • Expansion of fast ferry routes, including links to Marsaskala
  • Smaller and more frequent buses reaching town centres
  • Residents’ parking schemes without paid parking systems
  • More electric buses and a fully electric public transport fleet for Gozo
  • Double e-bike grants for youths aged between 16 and 18
  • Free licence fees for motorcycles under 350cc
  • New rules requiring passenger vehicles and rental cars to be electric or hybrid from 2029 onwards
  • Major road and junction projects in areas including Paceville, Burmarrad, Ħal Qormi and Barrani
  • Investment in a new Gozo Channel fleet and future air taxi services between the islands

The government also announced investments in ports and maritime infrastructure, including a €55 million breakwater project at Sant Iermu and regeneration plans linked to the Malta 2050 Vision.

Transport Minister Chris Bonett said the measures are “not just electoral proposals” but part of a long-term vision already underway.
