Malta in Motion: Government Unveils 15-Year Transport Plan

Malta has unveiled a long-term vision for mobility through the “Malta in Motion” programme, aimed at transforming how people travel across the islands. As outlined in a government press release  , the initiative is described as “a coordinated approach to creating a connected, efficient and people-centred transport system.” Central to the plan is the National Integrated Transport Plan, which combines studies and strategies across public transport, cycling, walking, parking, ferry services, and a future Rapid Transit System.

Minister Chris Bonett emphasised that the programme “is not solely a project. It is a system,” built on six interconnected components. These include a stronger bus network, expanded maritime use, safer streets, improved road efficiency, realistic parking policies, and a phased rapid transit system. The aim is to provide “more travel choices” while strengthening connectivity between communities and key services.

Transport Malta CEO Kurt Farrugia highlighted that the plan sets “a clear direction for the next 15 years,” translating the Transport Strategy 2050 into action. Stakeholder engagement will play a key role, ensuring that communities and industry contribute to shaping the system.

The initiative also involves international consultancy Arup and local partners, focusing on sustainability and public understanding. As noted, “this is about more than transport… improving how we live, together.”
