During his Budget 2026 reply in Parliament, Opposition Leader Alex Borg presented an extensive list of 50 key proposals under the theme “Naħdmu biex ngħixu, mhux ngħixu biex naħdmu” — outlining the Partit Nazzjonalista’s vision for a fairer, more balanced Malta.

- Remove tax on the Cost-of-Living Adjustment (COLA) increase.
- Provide fiscal incentives to employers to boost investment.
- Reduce taxes for everyone.
- Exempt the first €10,000 earned from part-time or overtime work from tax.
- Launch a pilot project and consultation on a four-day work week.
- Incentivise private companies to offer teleworking, reduced hours and flexible hours.
- Expand these same work arrangements within the Civil Service.
- Encourage companies to set up childcare centres at their workplaces.
- Eliminate cheap labour practices created under the current system.
- Diversify the economy to ensure higher wages.
- Build new economic niches like MedTech, cybersecurity, and cryptography.

- Support the creative economy, offering financial aid and opportunities to Maltese and Gozitan NGOs and artists.
- Ensure equal pay for equal work, especially for contractors providing public services.
- Provide financial support for civil service workers to invest in a second-pillar pension.
- Increase pensions to reflect modern needs and ensure a comfortable life for the elderly.

- Conduct a Labour Market Study to maintain sustainable population dynamics.
- Implement a mass transport system to tackle traffic congestion.
- Introduce Artificial Intelligence systems to coordinate traffic flow.
- Invest in multi-modal transport roads serving various transport methods.
- Carry out a comprehensive bottleneck study and eliminate key congestion points through infrastructure projects.
- Incentivise carpooling.
- Ensure that every student in need has access to an LSE (Learning Support Educator).
- Build new schools across Malta.
- Modernise science laboratories in schools.
- Implement a STEM education strategy to promote Science, Technology, Engineering, and Maths.
- Open vocational and trade schools.
- Build a new hospital for mental health.
- Regenerate Monte Carmeli, St Luke’s, and Karin Grech hospitals.
- Build a new hospital in Gozo.
- Invest more in palliative care, ensuring access for all.
- Construct a modern and dignified Child and Young People Services Centre, including support for neurodiversity.
- Reform the medical procurement process to expand the formulary, eliminate out-of-stock medicines, and reduce waiting lists.
- Cut bureaucracy for Maltese businesses.
- Attract quality foreign direct investment offering opportunities for young people.
- Launch a national afforestation and ecological restoration programme, greening urban zones.
- Start a New Water winter storage project to support farmers all year.
- Maintain energy subsidies while investing heavily in renewable energy to reduce bills.
- Improve waste collection and public cleanliness through better service frequency.
- Invest in new ferries and better connectivity.
- Transform the Mġarr Port in Gozo.
- Open a new permanent route between Mġarr and the Freeport for cargo, easing Malta’s road congestion.
- Establish a new court building in Gozo.
- Reform the justice system to drastically reduce case delays.
- Move court documentation to a digital, paperless system.
- Identify social housing projects to ensure everyone has a roof over their head.
- Provide financial aid for first-time buyers.
- Create a Child Trust Fund, depositing €5,000 for every newborn, growing yearly and accessible when the child reaches adulthood to support education, independence or life goals.
These proposals, Borg said, represent “a government-in-waiting built on ideas, planning and a genuine social heart — one that works for families and gives Malta a strong, fair future.”
