An internal inquiry into the alleged illicit use of a laptop at the Corradino Correctional Facility has found no evidence to support allegations of criminal activity, according to the Ministry for Home Affairs and Security.
The inquiry, appointed by Minister Glenn Bedingfield and led by Emeritus Judge Antonio Mizzi, concluded that while no criminal conduct was established, shortcomings were identified in the prison’s operational procedures governing the use of electronic devices. Owing to the sensitive nature of the prison’s security arrangements, the full report will not be made public.
The investigation found that the prisoner involved had been granted permission to use a laptop in his cell in May 2024. Existing procedures required the laptop’s USB ports to be sealed and its Wi-Fi connectivity disabled. However, the inquiry determined that these safeguards had been improperly removed at some stage, allowing the prisoner to access the internet.
A preliminary forensic examination of the laptop also found that it contained a considerable number of pornographic films downloaded from the internet.
Among its recommendations, the inquiry called for clearer policies regulating the use of laptops by inmates, including mandatory risk assessments before permission is granted. It also recommended regular inspections of laptops and other electronic devices, together with a clear protocol for handling similar cases.
Minister Bedingfield has forwarded a copy of the report to the Commissioner of Police for consideration as part of the ongoing police investigation. He thanked Emeritus Judge Antonio Mizzi, the inquiry board and correctional officers whose intervention uncovered the unauthorised use of the laptop.
Commenting on the findings, Minister Bedingfield said the allegations of criminal activity had proved to be “unfounded” and that he would now evaluate the report’s recommendations to further strengthen procedures and security at the Corradino Correctional Facility.
